Open a Writer window, a Calc window and an Impress window with some text.

If you Drag and Drop text from Writer to Calc it is copied by default.

If you Drag and Drop text from Writer to Impress (or a text field in Impress) it
is moved by default.

You can use Shift and Ctrl to change the default behaviour, but the general
behaviour should be:
* "Move" within the same application (or, better, within the same window)
* "Copy" between different applications/windows

I have seen that this issue is m79 related and that the last entry was nearly a month ago ... :(
Have you tried this with a newer version of OOo like m109, which is the most current one? Does 
your problem occur there, too?
