Easier naming / showing / hiding of user-defined toolbars

It is hard to know where to create user defined toolbars (appears in Tools -> Configure -> Toolbars, but no 'Configure...' option under View -> Toolbars or in View -> Toolbars -> Customize dialog. This *does* appear in context menu shown when right-clicking on a visible toolbar. User-defined toolbars cannot be renamed (always 'User defined toolbar no. X'). Also, user-defined toolbars canned be turned off (or on) under View -> Toolbars or from right-clicking on a visible toolbar (context menu).

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
