Having a short line in a large document, which contains a line break (Using
shift - Enter) not end of paragraph, when we change the paragraph format from
left aligned to justified, the short line is distributed from beginning of the
line to the end.

Step to reproduce:
1) Launch writer
2) Start editing the document:
"blah blah blah (use shift enter to insert a line break)
 blah blah"
3) Change the alignement from left aligned to Justified.

Notice the short line is spread from beginning of the line to the end. Will
attach a sample document.

As per the discussion in the issue i13507 they say that it is been fixed in cws
-  fmebugs01 and is been integrated with 680m32, 
I was not able to get much of information regarding that from EIS,
and in one more comment of the same issue they had discussed to have some thing
like this:
This is on our list for 2.0. We need a compatibility option like MS
Word (Tools->Options->Compatability->Custom->
Don't expand character spaces on the line ending Shift-Return)

But I don't find any things as such, 

hence reopening the issue.

The issue was filed to get MS Word's default behaviour in OO Writer. If you
think the old behaviour should be available by an option (as you mentioned,
please file an enhancement that clearly points out this additional feature.

Closed; the "old" behaviour was defined as a bug, thus it has been changed.

Reopening the Issue as an enhancement request for having an Option something
like this
