I have two fields in the footer (date and time).  They will not update either on
open or close of the document (the preference is set), nor will the update with
F9 or with Tools | Update | All or Tools | Update | Fields.  Whatever value they
are when inserted is the value they keep.

They won't update because they are set to "fix".
Double click on the fields and correct the format.
