setting keywords. Third-party-support because Microsoft Office cannot open
publisher files either. 
Given the fact that there is not even a viewer (like for excel, word and
powerpoint) from microsoft, I think it is unlikely that an import-filter will be
possible (too much effort) - at least not in near future. (Feel free to contribute)

There are some features that would need to be added to writer in order to make
some documents import correctly and give a little more functionality.  These
would be fill effects for text boxes/frames and backgrounds (such as a color
fading from top to bottom, or any direction, from inside out or outside in,
diagonally, etc.), patterned lines for borders, border art, and 3D Word Art. 
Those are things I regularly use in Publisher that I would need.

Despite the belief of some Scribus is nothing close to Publisher.  We need
something that will read and write Publisher files. Until we do, I am forced to
keep Windows on my computer and you have no idea how that offends me to have
anything from Microsoft on my computer.  I have searched and there is nothing in
the Linux world that comes close to Publisher on ease of use.  There are many
that do not like it, but show me a program that produces like Publisher and I
will be glad to use it.

I don't use Publisher, and I don't have it installed, but I sometimes get .pub
files from clients, and I need to be able to read them somehow. I know the .pub
format is proprietary, but it would be great if OOo could read these files,
expressly because it is hard to convert them in any other way. I only know two
other ways. Abode Pagemaker has a conversion program to convert .pub files to
Pagemaker files. I downloaded a trial version of Pagemaker, but the conversion
program only manages to convert about half the .pub files. The other way is a
website (pdfonline.com) that you can submit the .pub file to and they send you
an e-mail back with the .pub file converted to a .pdf file. Then you can copy
and paste from the .pub file. This site converted all of the .pub files I have
submitted so far. Having the client save the file in a different format usually
doesn't work :-)

I have several pub files that I would love to convert to OOo, but until then I'm
forced to wait or install Wine and take my chances it will work, and I'm not
much of a gambling man.  I did vote for this issue.

I use  mostly Microsoft Publisher for do my flyers, TV adds and forms
unable to do so in openoffice

I no longer use Word, I replaced by open office, remains the problem of documents created with publisher I can not change.

There has been no effort to develop conversions for Microsoft Publisher.  Although Publisher is still supported with Publisher 2016 part of Office 365.

At this time, the project has no capability for either accepting Publisher files or exporting them.  

Since there is no prospect in the foreseeable future, I am resolving this as WONT_FIX.  The issue will remain here for the record and in case the situation changes.  Meanwhile, users should look for alternatives where the format is supported in some manner.  Evaluate those to fine ones with satisfactory support.
