Give an extension (e.g,. .xml) to the keyboard shortcuts save button saved file
under customize in the tools menu - without out this, it is difficult to work
with these extensionless files in a Windows environment.

one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
