Menu item "Format->Page..." is inactive when cursor is in Table or Index

When cursor is in Table or Index it is impossible to change page settings, as Format->Page is inactive. When in Tools->Options->Openoffice.org->View chekbox "Inactive menu items" is not cheked the item "Format->Page..." is not displayed at all. it can mislead users, especially beginers, because many of them try to find "page setup" in File menu, later in Format menu..and don't find it anywhere...
This is a feature. The menu entry is only hidden when the cursor is in a protected area (i.e. manually protected table cells). The TOC is inserted as a read-only section by dafault. It can be "unprotected" via Navigator or by unchecking "protect against manual changes" in the insert-index dialog.
This bug exists on newest version - 643 too. I think this bug shoud be fixed - why I can't change page format, when cursor is on read-only TOC, or protected cell of table ? This is really a usability problem and it can mislead users.
Reopening - OpenOffice should disable "Page" item from format menu only when modification of page format isn't allowed (ex. in read-only documents)
