Open a  new impress and switch to outline view. Zooming with mousewheel and CTRL
leads to curious effects. This should be disabled in this view , it makes no
sense here.

I disagree-- zooming in Outline view makes sense.  I want to control the
tradeoff between text size and how much of the outline I can see at once.  This
is a viewing preference, not a formatting preference.  See also Issue #68997.
