unused background bitmaps never deleted.

Example: Create a new odg. set background to whatever bitmap, save, open, set
background to another bitmap, save, open, set background to no filling at all,
save and view the xml code. the two unused bitmaps are still in the pictures folder.

If you are using files with a long history of this kind of changes, you are
collecting a large useless file list in that specific file.

Hello? As I qrote you in the email there is already a bug file for this: issue
50899.
