in wizards/source/formwizard 
localize.sdf  r1.10
dbwizres.src r1.68

if built the merged file in common output tree will contain the string with
define from localize.src instead of that without define null.

example string  RID_DB_QUERY_WIZARD_START + 0

those strings have been removed from the source code and from the database as
well. The root cause is still in the tool ( defect define block handling )
