Please add an "Apply" button to the "Options" and "Customize" forms.

SBA: This VERY BRIEF enhancement request is about the two dialogs
"Tools-Customize" and "Tools-Options". I adjusted the summary accordingly. They
currently have these buttons:

Dialog TOOLS-CUSTOMIZE:
<Ok> <Cancel> <Help> <Reset>

Dialog TOOLS-OPTIONS:
<Ok> <Cancel> <Help> <Back>

Any chance of having this feature in 2.3 ... maybe 2.4 ?

No chance having this in 2.3. The due date of feature freeze has been passed.
Please don't change the version entry: We wnt to know for which version the
issue has been written. That it occurs in 2.2 also is simply logical.

There are several other requests for "Apply" buttons dating back to 2001.
I'm posting this message in all of them.

Does anyone know an effective way to join them, to add the votes, to raise
visibility with developers ?

Changes are applied immediately - no need for Apply button.

What exactly do you mean with "Changes are applied immediately"
I am not sure whether you understood intention of this report.

1. File - New - Text Document
2. Tools - Customize... - Toolbars - for example uncheck in Toolbar Content - Commands - Document as Email... -> toolbar is immediately affected, program doesn't hold change and await confirmation with "Apply".

Yes, that's one what does not need an 'Apply', of course. But very most other changes currently only will be applied with OK 

Example: Calc Menu 'Tools -> Options -> Calc -> View -> Gridlines'), 

Example: Menu 'Tools -> Options -> OO -> General - Extended Tooltips'
If you check that one because you need Extended Tooltips for further settings, you will have to close the dialog after having checked and to reopen with 'Tools -> Options' before you can continue
The request of course is for those ones. 
And I think all these can't be Confirmed before we have a clear concept. What changes can and should be applied immediately (as your example), for what would an [Apply] button be useful (for example if changes cost much processor load or if you do not want to see any new value of a spin box value immediagely in the document or ...

So we currently only can collect UNCONFIRMED suggestions and hope that someone with talent will find the time to create a complete concept. 
I know about long pending thoughts at LibO, for example <https://wiki.documentfoundation.org/Design/Whiteboards/PropertiesButtonLayout>. I haven't a clue whether we have similar strategic planning in AOO

What makes you think it will happen in the next nine years?
