CSV only first line without text delimiter

I don't know if this is correct, but some softwares, for example Turbolister provided by Ebay http://pages.ebay.com/turbo_lister/ require a CVS file with field delimiter (,) and text delimiter (") but with the first line (columns name) must do not have text delimiter... Could OOo provide this "advanced" function?
I think this would confuse the import but it's up to the requirements team to decide.

I vote for closing this issue. This requirement of using different delimiter seems is only reasonable if there needs to be a way to separate table header with content, e.g. for tables that have multiple rows of table header, and such case is rare yet confusing, and certainly should not be done if only Turbolister needs it. Instead ask this question on the forum and someone will give a solution using command line (awk for example) or macro, then other users can refer to that solution page instead. My 2cents as an old OOO user. would be glad requirement team come up & close this.
