I have just retested my original submission and the issue stands. Perhaps the issue arrises only on html pasted tables. Try to select the entire contents of the file to see the described behaviour. (11.03 KB, application/vnd.oasis.opendocument.text)

I have noticed that the development versions including the beta do not allow you
to press the "Increase Font" or "Decrease Font" buttons if the selected text is
in different tables. Try to copy an "average" web page with multiple tables and
then paste it into "Writer". Then select the entire page and you will notice
that the two buttons mentioned above become disabled.

Hi cmit37,
thanks for using and supporting OpenOffice.org...

- I customized my toolbar in that way that the two buttons 
     "Increase Font" and "Reduce Font" are visible
- I created a document containing 2 tables
- I selected text in both tables
- I clicked on the button to increase the font
- I clicked on the button to reduce the font

Both buttons worked as expected...
