While in the Writer app this is easily accomplished, it seems there is no way in
Draw (and thus probably in Impress) to add to some icon bar an icon to switch
on/off the rulers visualisation, an action I perform very frequently.
In the iport section of the icon bar editing utility, I could not find such a
command anywhere, while in Writer this is correctly found in the "visualize" group.

Sadly this is true. For Draw/Impress this makes even more sense than in
writer... Someone must have forgotten this.

The command is "Ruler" (=.uno:ShowRuler) in the category "Document". Is will become a text button. You can assign a self-made icon in the customize dialog. Button "Modify" > Change Icon.
