WW8: does not keep proper layout (Heading on Wrong page)

When opening a word doc within OOo the layout of the document is not as per the orginal DOC file. Headings appear in different places within OOo Similarly when I reverse the issue that is to say I create a file using the OOo word processor and then open it within Word again the placement of the headings adn consequent headings are in the wrong places. I want to take my company away from Msft but I can not use OOo commercially if my customer proposals cannot be formatted reliably to read or display on MSFT. See examples attached

I opened up the first attached document (created in word) and found that there is some incorrect formating. I've highlighted some of the errors introduced by OOo in the attached document (saved in OOo). I'm using the latest Beta release of OOo 1.9.125. Some issues are 1) Faults in formating of Table of Contents - OOo changed a minor title into a major one 2) Many places where one extra CR provides the correct formatting, even though correct number of CR are there (compared to MS word doc) 3) The large table is too long to fit onto one page
MRU->FME: see the (autom.) page break from page 4 to 5. In MS Word the Heading "3. The Business Benefits" is on page is on page 5 while in Writer it is in the end of page 4. Maybe a problem of different Handling with the "Keep" attribute between Word and Writer?
