Tested on Windows XP Home, no network.

1 Menu Tools > Macros > Organize Macros > JavaScript
2 In the displayed panel, click on OpenOffice.org Macros
  You are allowed to create a new library
3 Click on one of the existing libraries
  You are allowed to create a new script
4 Click on one of the existing scripts
  You are allowed to edit the script.

All these actions should be denied.

Same as issue 54754, i cannot create libraries or scripts but can edit an
existing script.
