Tested on Windows XP Home, no network.

1 Menu Tools > Macros > Organize Macros > BeanShell
2 In the displayed panel, click on Macros
  You are allowed to create a new library
3 Click on one of the existing libraries
  You are allowed to create a new script
4 Click on one of the existing scripts
  You are allowed to edit the script.

All these actions should be denied.

I cannot create libraries or scripts here but it is possible to edit a .bsh script. 
This is a known issue, others exist in this area (e.g. issue 50527).
