we export ms xls files to csv format for loading into sql database.
the date format in csv files same for all type of date format in openoffice 
calc exported file where as in ms xls it is as expected

To resolve an issue as "duplicate" doesn't mean, that the bug is fixed. It says
that there is another issue, which handles the problem. If several people report
the same problem, only one of the issues it hold to track it and the others are
closed duplicate.

You have to look at the referenced issue, to see the state. In your case issue
4925 is set to "OOo later", which means, that Version 2.0 will not deal with it.
If the problem is very important to you, you should vote on issue 4925.

So please set the issue back to closed.
