Form controls do not have a Text Direction" property. There is no way to make
form controls display text correctly for Right To Left (RTL) languages.

I file this as a defect because OpenOffice supports RTL to a high degree, and
this is one of the few missing bits.

please provide steps, that demostarte this behavior.

I'm not sure how I can provide steps to reproduce behavior that doesn't exists,
but anyway...

1. Open new document.
2. Set document direction to Right to Left.
3. Place form control on document.
4. Set control to show some text.
5. See that text is displayed Left to Right.
6. Check control's properties.
7. See that there is no property to set the directionality of the control.

According to http://www.openoffice.org/issues/show_bug.cgi?id=114236#desc11 this enhancement is 
already implemented in a released OOo version.
@hennerdrewes or @fs: can you verify this?

Apparently this has already been fixed/implemented. I verified with v3.2.0,
although not very thoroughly. I think the issue can be closed, and problems
should be filed as new issues.

Yes, that's in fact supported since OOo 3.1
