When form controls are placed on a page, they always behave as Left To Right
(LTR) text direction, even when the page is set to Right To Left (RTL). This
happens for all file types: Document, HTML, XML Form, etc.

As there is no property to set the directionality of controls, there is no way
to correct this behavior (see report "Form controls missing Text Direction
property").
