Possibility to move a bookmark from one place to another

when doing "insert bookmark", if the name of the bookmark to be inserted is taken from the dropdown list, the "OK" button is inactive

This works as designed. Bookmarks have to be unique, so you can only add new ones or delete existing ones from within that dialog. Thus no bug → worksforme
no issue, closing. It would be a bug if OOo allowed to insert the same bookmark multiple times.
I understand your point however, what I want to do is move a bookmark from one place to another. In Word,I do it by inserting the bookmark from the dropdown list, which automatically erases the previous one. I suggest that you reconsider the specs since I believe that it would be more convenient for many users (with possibly a warning/confirmation message)
So it's an enhancement.

Many thanks for the valuable feedback (via private email): ... OO2.4 still works as reported in issue 55454. I see basically two alternate ways to handle that. 1. Stick to the current specs. In that case, "insert bookmark" should be changed to avoid displaying the drop-down list with existing bookmark names, since that is useless and misleading. 2. Keep the drop down list. In that case, selecting a name from the list should first produce a warning message like “existing bookmark. Do you want to move it?†If the answer is yes, erase the bookmark at its current location and insert a bookmark with the same name in the new location. ...
Behavior still exists, as described, in v2.4. Nice feature, but probably P4. I would suggest renaming the OK button to "Move" under these circumstances, to make the user's choices obvious. /tj
