Steps to reproduce:
1. Start Impress
2. Create new empty presentation
3. Select tab outline
4. Past special is now disabled

Solution:
Enable past special, to me, as user, there seems no reason at all to disable
this feature.

I replicated this issue in open office Impress. But I add some remarks to this 
issue. I also compared this issue in open office Impress and MS-PowerPoint 2003.
Start Open Office Impress and create a new project. Five tabs (Normal, Outline, 
Notes, Handout, and Slide Sorter) are visible in the middle panel. 
There are 2 ways to use the feature “Paste Specialâ€. First way is to 
press “Edit†from the menu bar and choose “Paste Specialâ€. Second way is simply 
just hold ctrl-shift+v.
As the original comment states, “Paste Special†feature is disabled when we 
choose “Outline†tab.  This feature is active when other tabs are selected.
Let’s go through one example.
I have an image and I wish to have a copy of that image in my slide. Obviously, 
I can copy the image and paste it. But this is possible if and only 
if “Outline†tab is not selected.  In fact, when “Outline†tab is selected and 
I tried to paste the image, both “Paste†and “Paste Special†is disabled.  On 
the other hand, “Paste†is active when trying to paste plain text on the slide 
(while in a “Outline†tab).  In summery the only thing that I’m able to paste 
in “Outline†tab is just simple text.
I tried the same tests in MS-PowerPoint 2003 where you can “Paste†or “Paste 
Special†in “Outline†tab.  In MS-PowerPoint 2003 the result of the “Paste†
or “Paste Special†can be seen in the right main panel while choosing “Outline†
tab.
Since nothing other than plain text can be pasted in “Outline†tab in Open 
office Impress, I had to do all the pasting in other tabs where “Paste†
and “Paste Special†are enabled and observe the result in “Outline†tab. Other 
than, it doesn’t seem be any other way to directly paste unformatted text or 
images in “Outline†tab.
