This patch is needed to make emailmerge build with system-python. emailmerge
stuff is inside wrong #ifdef in scp2.

make emailmerge rpm the same as the other ones, i.e. "openofficeorg" ->
%UNIXPRODUCTNAME, and move #ifdef so emailmerge gets build even with
"--with-system-python". Done in cmcfixes23
