A formula could also be started with the '+', not only the "=" character. (try
it in excel ...)

BUT, the formula parser of OOO Spreadsheet miss to pay attention when a string
is started with a '+' char.

This defect, also create a misunderstandig between OOO and Excel: if I save the
file in the xls format, and open it simultaneously with Ms Excel, looks what
happens in the screenshot, if I simply click on that cell in Ms Excel....
For OOO the cell contains a string, for Excel a formula!!

Just as an example of how is annoyng this defect, consider an everyday use of
Excel: digiting the sum of some numbers or some cells... without having to digit
also that annoying "=" char, that in the european keyboards needs also the shift
key!!
