I have a nested table. The cell does not contain anything other than the nested
table.

I wanted to enter some text before the nested table.

I clicked in the first (A1) cell of the nested table and pressed ENTER.
I expected the nested table to move down by a line, so that I can start typing
in the newly created blank line.

But this does not happen: the Linefeed goes into the A1 cell of the nested
table. The outer table is not affected at all.

issue 6540 may solve your needs when it is implemented; until then I don't 
have a workaround

Actually I was not looking for a workaround. I raised the same issue at the OOo
forum and got the suggestion that I could add a row to top, split the table, and
then click between the two tables and press ENTER.

Obviously that is a waste of time; although it would certainly work.

The ENTER works only if the table is a "normal" table: But it does not work if
the table is NESTED. This is the inconsistency.

Issue 6450 is not related to this at all.

reporter wishes to be able to insert text before a nested table and that one 
can insert a line feed before the nested table just like one can do for normal 
tables by pressing return in the A1 cell of a newly created table

The Issue you raised is currently assigned to 'Requirements' pending review, but
has not been updated within the last 2+ years. Please consider re-testing with
one of the latest versions of OOo, as the problem(s) may have already been
addressed. Either use the recent stable version:
