This issue is derived from issue 59600.
open attached document -> see page break: in MS Word, the table row containing
"4. Nowy sposób reprezentacji podmiotu" is displayed on page 1, in OO Writer on
page 2, though it looks, that there is enough space.

I came across this issue while going through a discussion in issue 60682.

I observed that the table in the sample file has its "Allow to break rows over
page break" property DISABLED. When you decrease the row's height, it
automatically jumps across to join the earlier row. 

That is correct behavior.

However, I restored the row's original height and then put a tick in the "Allow
to break rows over page break". I expected the row to BREAK over the page-break.
But this does not happen.

Conclusion: The sample needs to be corrected to reflect the problem accurately.

In my case this happens with an odt file converted from MS Word. I have merged
several tables and then merged several rows. Perhaps these are factors to be
considered?

Also, my ofending rows are very long (may be longer than a page).

I found a common factor with my case: Both files have a small table
(1Rowx3Columns) in the footer.

FME: There is not enough space for the mentioned table row on page one. So the
question is why there isn't.
