When I moved from 2.0 to 2.0.1, the program changed my default from "do not load
quick starter" to "load quick starter."

I believe this setting should be transferred automatically, to be whatever the
previous one was.

Confirmed with OOo2.0.2rc4.
After updating from rc3 to rc4, my quickstarter get turned on (it was off).

This is really an enhancement?
For me not preserving previous configuration is a defect, no?

Same here, although I deselected it in setup, it was getting installed.

I don't like this quickstarter, because it is not necessary on fast computers. 
The load files so fast that quickstarters are waste.
 
And on old computers with few RAM, quickstarters are not welcome, because the 
need valuably RAM. 

I suggest to disable that quickstarter by default in setup, because it is not 
helpful for most users. On the contrary, it could make old computers a little 
bit slower.

This is still an issue (upgrading from 2.3 to 2.4 on Windows). The expected
behavior is to keep the user's preferences from the previous version. The
installer seems to always force activation of the quickstarter. Are there
technical difficulties with determining whether or not the quickstarter was
activated in the previous version?
