Create Thai localized build of 2.0.1 fixing critical problems

2.0.1 has several critical problems for Thai. We need to create a localized build that fixes them. This bug will serve to record the patches incorporated. We are also incorporating and updated translation from: ftp://ftp.opentle.org/pub/openoffice/translation/680/gsi_ooo2.0.1_th.sdf
