The icon used for 'helpmenu' in .../res/commandimagelist/ is the same icon as
used for 'Cut', i.e. scissors (example attached). This occurs in large (lc) and
small (sc) variants, in high contrast (lch, sch) and the 'industrial' theme.
To my mind it doesn't make sense that 'Help' is illustrated by 'Scissors'. Am I
missing something, or is it a bug?

The 'Scissors' help icon is indeed a bug as reported in Issue 51613. Closing
this, and adding more details to i51613.
