Offer option to disallow first row of table at bottom of page even when "repeat header" is disabled

If the "Split table across page breaks" is enabled, Writer can split the table right after its heading (if the table is near a page break). As a result, you can have just a heading (without any rows) on the first page. This should not be allowed. Something like an orphan control should be provided for tables too. BTW the table shows an interesting behavior: If we select the "Repeat heading" option, the heading jumps across the page break to join the rest of the table! (This is correct behavior, as it avoids repeating the heading for nothing!)
This is a standard behaviour for tables in Word processors. When no table header (to be repeated) is defined, it will be possible to leave the first row alone at the bottom of the page. But what we could add, is an additional option to disallow this, even without a defined header.
