This relates to Icon Switching (Issue 36518).
Since High Contrast (HC) icons will become a seperate theme, I created an
optimized 'images.zip' with all HC icons removed. The following icons were
deleted as part of this:
ui/default_images/res/harddisk_16_h.png
ui/default_images/res/imh30820.png
ui/default_images/res/imh30821.png
ui/default_images/res/imh30826.png

After deleting these icons, although I was using the 'Default' icon theme
(i.e. not HC), Toolbar Customization (Tools>Customize>Add) no longer functioned
correctly- unable to Add Commands. This can be tested by temporarily deleting
'images.zip' and imagecache.

This is a problem of hardcoded icon expectations in the Customize dialog.
I thought this might be something for you, since your are fixing up this 
feature... ?

(Note/ In most instance, when HC icons are not available OOo degrades quite 
gracefully).

cd: Unfortunately liangweike is not working for the framework team. I can try to
contact one of the framework members to take over this issue.

cd->kendy: What's up with this issue? Do you want to fix the issue for OOo 3.0
or should I ask someone from the framework team to take over?
