I can reproduce the bug.
When we save it in the PPT - format the language is wrong.
When we save it in our own Format the language is correct but the date format is
wrong.

For what I am concerned, it is all the texts which are changed in English (UK)
when exported to MS-PowerPoint. I'm using OOo2.0.4 in French.
1 Create a presentation with Impress, with all the text in French (I also tried
with some part in German)
2 Save it as .PPT file
3 Open with MS-PowerPoint (or OOo Impress), all the text are in English

Hello,

Export to PPT saves language settings in OOo 3.1.0. Date format is correctly
saved for French language.
