I was testing the new icon sets and noticed that when I changed to use the 
hicontrast icons and back to crystal that the icons for the "new" icons 
initially changed but once I actually used them then they reverted to a 
hicontrast icon.

I do not think that this is a blocking issue, but it does not look very 
appealing.

There are some known parts of OOo which don't handle IconSwitching very well, as
you may need to restart OOo to switch themes. However, it sounds like you are
seeing this problem with *all* icons. Please provide some more details: is it
any specific application? Does this only affect certain icons (provide
screenshot)? Is it fixed by relaunching OOo?
