Screen capture paste will not honor acrive margins

Windows XP, SP2, current patchlist Downloaded/installed OOOV2RC3_060222. Press [PrintScreen] to capture full screen information. Open OpenOffice.Writer. Change page to (portrait). All other settings default. Press Control-V (insert from paste buffer). Image inserted conforms to Left-Top-Right margin. Bottom margin ignored. OOV1.1.5 would resize image to conform to active margins.
Download/install OOo V2.0.2 RC4 (060227). Same response. Verified OOo1.1.5 process.
That is a new "feature" in OO Writer. Since OO 2.0 it is possible to have graphics which are anchored to paragraph to be positioed above/below the page borders. This has been implemented for MS Office compatibility. If you want back the "old" behaviour, activate the "follow text flow" option in the graphic's properties.

Continuing OOo 2.0.2 RC4 I am unable to follow your suggestion. Related commands either do not exist or are "greyed out" (unavailable). "Choose Table - Table Properties - Text Flow tab " (it's a text document without table with an inserted graphic) "Choose Format - Sections - Options button " ([Sections] is not available)
No, please read carefully: "...activate the "follow text flow" option in the graphic's properties". Not the table's properties. Go to Format.Picture dialog (of course when a picture s selected). On the tab page "Type" you will find this at the bottom.
Found the link. In addition... You MUST select "relative" for SIZE Width AND height. Selelct [Keep Ratio]. Select [Follow Text Flow].
Testing your "feature" scenario, I loaded Word 2002 (10.5522.4919) SP-2. This version of Word will import a screen capture, AND observe the active margins, AND observe the aspect ratio. It will left-justify the image where OOo would center the image. No editing of the image properties is required. OpenOffice 2.0.2 RC4 is broken.
It is not broken, it just works differently in this case. If you desire a different behaviour than the curren - this issue will be forwarded to the ProductManagement for decision.
