summary is slightly cryptic, but i'll try to give a scenario :
open oo.org. resize window so that it is in the middle of the screen and not 
touching screen borders.
position some floating toolbars on the screen (it does not matter that they are 
in oo.org window or outside of it).
resize upper/left borders of the window or move the window in a direction that 
floating toolbars supposedly can move at (so that they are not pushed at the 
edge of the screen).
close oo.org, reopen. floating toolbars have changed their position accordingly 
to upper left corner of oo.org window.

even more precise scenario :
open writer with an empty document. resize the main window so that it is in the 
center of the screen (preferably leaving ~1/3 at each side from screen borders).
input "1. a[enter][enter]" so that numbering kicks in and you have one numbered 
and one unnumbered line.
position the cursor in the first line. move numbering floating toolbar at the 
upper right corner. move the window to the left lower corner. position the 
cursor at the second line, then back to the first line. notice how numbering 
toolbar has changed it's position even though it was at the upper right corner 
when 'last seen'.

note, this might seem similar to issue 60882 and issue 63133, but i believe 
this is different, as 60882 is fixed in my build and 63133 deals with position 
not recorded when holding ctrl and has nothing to do with oo.org main window 
location.

Confirmed. OOo m158 Win98SE.

Seems floating toolbar position is relative to main window.
My steps:

1. open writer and resize window;
2. make the numbering toolbar visible (inserting some numbering);
3. drag the toolbar outsite main window (remember its position);
4. move cursor to any line without numbering (the toolbar will gone);
5. move main window to elsewhere;
6. move the cursor back to any line with numbering (the toolbar position is not
the same)

Not reproducible in a m161 build on Fedora Core or Win98SE. Maybe a duplicate to
63133 if described in a different way. Closed this one.

hmm. still reproducible with m162.
this is kde 3.5.1; reproducible with clean kde & oo.org settings
