Steps to replicate:

1) Start impress.
2) Open a presentation with read-only. Select "View"->"Toolbars"->"Drawing". You
can insert "Line Ends with Arrow" and "Text"(and "Vertical Text" if with CJK).

Arrows are reproducible. The text tool is activated but I cannot insert text.
Reassigned.

You are right. Only arrow is inserted. Before I didn't test text.
