Hello,
I found on http://l10n.openoffice.org the following:

I think "&lquota;" is HTML code, which should be "&lquote;" and "&rquota;" should 
be "&rquote;". 
And instead of
wrong: the18th
it should be
right: the 18th

It is nearly identical with the "&lquota" and "&rquota", and additionally
wrong: the19th
