1) In a calc sheet, insert a Note in A10.
2) Insert now ten new rows from (roughly) A5 position.

The original cell A10 (and the note inside) slip correctly in (new) A20
position, but the callout hang-back near the original position A10.

In addition the callout change dimensions...

This make the Notes unusable in calc!

I checked with "2.0.2  German version WIN XP: [680m5(Build9011)]" and found out,
that for invisible notes there seem to be 2 anchors for 1 Note: 1 for the
"arrowhead", another for the callout. If there are deletions or insertions
between those 2 during note is invisible, callout and arrowhead remain anchored
to their different cells, so that distance will change. 

This issue seems to be related (or even DUP) of Issue 63671,  Issue 61253, 
Issue 59745,  Issue 44282
