Charts must be anchored at page standardly reason: they are no pop-down menu or red cross via colored cells relying on the cells it's an object for presentation (on paper) and therefore it should be anchored at page; then it's very easy possible to change its "scale" somewhere in the middle by changing a column width, without noticing it. This distorts the chart and is a no-good. => must

it should ("MUST") be anchored at page standardly because they are an element indepedant of cells and changing column width changes chart size when chart is anchored at cell and this can distort the chart without noticing it immediately but only when printing. And this is "annoying" of course.
