WW8: nothing imported from a label template due to wrong size of rows in table layout

I'll attach a CD label template that is empty if you import it into OOo-2.0.3. However, something was read because the cursor was in the middle of the first line by default. Anyway, it looks fine in MS Office. Hmm, it might be an extreme variant of incorrectly read positions, see the issue #67467 or the issue #67471.

MRU->MBA: The structure of the table is slighly wrong - but this has high impact on the layout of this document. The table rows are too small, thus the position of some objects will be displayed wrongly. In OO 1.x at least the table structure looked good, but there were other problems due to object positioning issues.

The docx import filter consumed most of our resources in the "interop" area. Due to that we must retarget this issue. -> 3.x
