Restart of numbering should not be mandatory after a preceding higher paragraph level

See the following attachment. The paragraph after the line starting with "2. Teil" cannot be set to continuous numbering by disabling the "restart numbering" option in the context menu. Even if the option is disabled, the numbering still starts at §1 instead of §3. The file uses outline numbering. It is unusual for word processors to /mandatorily/ reset numbering of a paragraph level if it follows a paragraph of a higher level. Both Word and Framemaker leave the choice to the user. Continuous numbering of certain paragraph levels is also widely practiced in scientific literature.

MRU->FL: A kind of consecutive numbering for a special Level of a numbering is desired. Currently Writer's consecutive numbering counts across all level but we need a kind of counting, which does not restart e.g. a second level though a first level paragraph is available.
