When creating a new base document, the help button in the wizard show the help
page of the document opened behind (main writer help page if this is a writer
document, main calc help page if this is a calc document, and so on). It should
leads the user to the page about the base creation wizard instead.

Tested on OOo 2.0.3 FR.

works fine for me in a src680m170 and m180 (english version) - can anybody
acknowledge the bug or give futher hints
