VBA: vba api needs access to the imported color palettte

This patch sets a new property on the Model when a color palette has been imported in excel, this is needed by various vba api bits ( basicially anything that uses colorindex )

the second patch file defines the property, it also defines the property for the VBA api ( obviously not necessary for this patch ) I will attach a new patch for this later ( without the globals bit )
