The outline view is primarily used for working with presentation contents at a
more abstract level than the slide view.  It should not follow the margin
settings of the slide view or have a margin setting at all.  Rather it should
use the full width of the panel or printed page.  This will resolve Issue
#38292.  Contrary to Issue #49892, zoom does make sense for the Outline view. 
The zoom value should be independent of the Slide view zoom.
