Scroll Lock turn on/off smooth row scrolling

The scrolling in Calc is doing by whole rows (discreted by row heights). So if some of my cell has the data which doesn't fit to the visible screen area I have no chance to scroll down to bottom of that cell. In Excel I can switch between the discrete by rows mode and contiguous(smooth row scrolling) mode pressing keyboard's Scroll Lock button. Please, add the smooth row scrolling functionality into the OO Calc. It will be perfect if there like in MS Excel it will be switched between scrolling modes by Scroll Lock keyboard button.
This issue is similar but different than to issue 7722. Issue 69816 refers to rows and suggests the SCROLL LOCK key, but issue 7722 just refers to columns. Also, implementing this issue could solve issue 55020: "Vertical scroll slider locks if row height is bigger than available screen height."
reassigning features and enhancements to user requirements@openoffice.org which will be the default owner for those tasks (was introduced some time ago)
