(cleaning up my Sun-internal intray: There's no reason why this bug, internally
known as number 100040, couldn't be public.)

This method always 'true' even if the method 'setGroupContol(false)' was called
previously.

Just start 'checkapi -o
forms.ODatabaseForm::com::sun::star::awt::XTabControllerModel' to rebuild the
behaviour.

FS->FS: think about updating the specification. A database form does not allow
changing the group control flag, it has it's own flag, depending on the loaded
state, and the tabulator cycle setting. So setGroupControl is not allowed. As we
do not have a change to throw some kind of NoSupportException there, we need to
update the spec of DatabaseForm to reflect this.
