The bibliography tool crashes immediately when starting the database
(Tools->bibliography Database) in a new document.

I cannot reproduce it.
Do you have a default database or you own one?
Please try to reinstall.

I'm using the most recent debian experimental distribution with the default
database (i.e. removing the ~/.openoffice.org2 directory and starting oowriter).

Did you install OOo yourself or is it a debian pre-installed version?

I'm using the "pre-installed" version which I get when running
#apt-get install openoffice.org-writer

SO apparently it's a debian bug (OOo debian integration).
Please report this issue to Debian.
