Sometimes people save CSV with .XLS extension.  OOo should detect it and open 
in Calc, not in Writer as it does now.  (Note: the behavior changes if you use 
-calc switch - then the workaround from issue 60158 is used and CSV with .xls 
extension is recognized.  The workaround 
[filter/source/config/cache/typedetection.cxx, search for 
WORKAROUND_CSV_TXT_BUG_i60158] should be replaced with a proper solution for 
2.2 I guess ;-) - should I open a new bug for it?)

The patch is trivial - please approve.  If you have a CWS where it could go, 
even better & please commit ;-)

The mentioned workaround is caused by an implementation detail and currently we
don't want to remove it. IMHO these "implementation detail" is a bug but Andreas
has a slightly different opinion about that. :-)

The patch is fine and we can integrate it into 2.2.
