Content won't stay on same page - wrong evaluation of "keep" attribute

I've got a set of Level 3 headers with bullet pointed content. Two the sections (each about 5 lines long) are constantly reformating themselves to be on their own page. There is no other content around them that should cause them to require their own page, and when I manually pull them together I can get 4 or 5 of them (the bottom ones) to stay on a page together, but as soon as I try to wrap them together with the top two Open office automatically refreshes and the top 2 once again each have their own page!

I cannot find it at first glance... where exactly in the document (page) do you have the problem?
I checked with "2.0.2 German version WIN XP: [680m5(Build9011)]" and was not able to reproduce the problem, but pls. see comments from mru! @corigo: The document contains some linked images missing when the document is opened on an other PC than yours. I don't believe that that has to do anything with your problem, but it would be better if we can open a complete document with all contents for our tests. Pls. specify your Platform and OS!
There are over a 100 pictures in this document. One of the main reasons I am using open office is so that I can link to them externally so that when they update my document updates. I will update the pages having troubles in specific and re-attach...

MRU->FME: see the break from page 9 to 10. The paragraph "Payroll Groups" and it successor are located on page 10 though page 9 offers enough space for them. Switching off and again on the keep attribute for this paragraph solves the problem.
Appears to be fixed in Version 2.1... Feel free to close
