In the image-properties-window where I can change the image size, there are 2 
checkboxes "relative", one for width one for height. If set "Keep ratio" checbox
on and I switch one this "Relative" checkbox (e.g one for width) on and off many
times (more than fives), second one (height) is decreased by 0,01cm. 

My platform is PC , system WinXP SP2, version OO 2.1.

MRU->OS: in picture properties click "keep aspect ratio". Then click on on of
the  "relative" checkboxes -> the value of the other size property will change.

I checked with "2.0.2  German version WIN XP: [680m5(Build9011)]" and can also
confirm the problem - I created a little movie to demonstrate the effect:
Clicking checkbox "Relative" again and again will decrease height in very little
steps, while width remains constant 113,88mm.
This effect seems to be not 100% reproducible, but it happens very often.
Not only images, but all other objects that use that dialogue are affected
(frames, charts,  ...)

Steps to reproduce:

1. Open new WRITER document
2. Menu "Insert - Object - Chart"
3. Finish without changes
   A chart appears
4. Right click, Context menu "Object"
   Size in my tests was width 79,99mm, hight 70,01mm
5. Check "Keep ratio"
6. Click "Relative Width" one by one by one .... (leaving 
   "Relative Height" unchecked.
   Expected: Height should remain
   Actual: height changes in very small steps

I remember that this annoying nasty effect has been existing for a very long
time, but I was not able to find an older issue to DUP this one.

There are some other issues related to the handling of aspect ratio, relative
size etc. They are a good candidate for a possible focussing area for one of the
next releases.
